To order your permits, use the pull down menus to choose your Color and Number Series. The Number Series lists the first number in the series (all sets are sequential numbering in packs of 100).
For example: Should you require permits from 0-300, you would add Quantity 100 (1 pack) of 3 separate selections to the cart (one of each series: 001, 101, and 201) - for a total of 300 permits numbered from 001-300.
For unnumbered permits, simply select "Blank" from the Number Series options.

Are these stickers placed inside the vehicle or outside? And the blank ones can be written on with permanent marker?

These resident permit stickers have the adhesive on the front, so they are designed to go on the inside of a vehicle and face outward. This inside adhesive style is popular as it means the permits are shielded from any outside weather elements and they also stay in place due to the low-tack adhesive, without leaving any residue when removed. And yes, the number area on the Blank Series can be written on with any kind of permanent marker, such as a Sharpie, allowing you to create your own number series or fill in special numbering for guests or staff.
